The Ministry of Migration expands its programme to integrate refugees into the labour market with new companies and agreements

The training and employment programs for applicants and beneficiaries of international protection developed by the General Directorate of Humanitarian Care and the International Protection Reception System (DGAHSAPI), under the State Secretariat for Migration of the Ministry of Inclusion, Social Security and Migration, are consolidated with the hiring of more than three hundred people in the first quarter of 2025.

The centralized actions from the General Directorate of Humanitarian Care and the International Protection Reception System have the collaboration of the multinationals IKEA, Amazon and INECO, with programs in development since 2023, and operators such as the Association of Young Farmers (ASAJA) of Huelva, with a project initiated at the end of 2024.Todos they pursue as objective the labor insertion of people seeking international protection through different actions.


ASAJA Huelva: Through the project of labor insertion in the agricultural campaign of red and citrus fruits in Huelva in collaboration with the Association of Young Farmers (ASAJA) of Huelva, more than 300 beneficiaries of the reception system have been hired, according to these data of the first quarter of 2025.

The project, initiated at the end of last year and aimed at applicants and beneficiaries of international protection -primarily from Mali-, has managed to get these people working with a discontinuous fixed contract and residing in homes paid by the company.

In the process, the Red Cross, CEAR, Andalucía Coa and Apip-acam have intervened to identify and disseminate the offer in Granada, Seville, Malaga, Córdoba, Zaragoza, Girona and Valencia. On the other hand, the Ministry, with the support of the International Organization for Migration (IOM), has carried out different informative sessions in which more than 1,200 beneficiaries and staff of the reference entities have participated.  

AMAZON: After the months of joining the company with part-time contracts of the 15 people trained by the project, AMAZON formalized the indefinite hiring of nine people at the end of March of this year. As since the beginning of the project, the people hired have had the accompaniment of ACCEM in the process of insertion in a first part-time work experience compatible with the stay in the CAED of Alcalá.

IKEA: During the first quarter of 2025, the follow-up of people who joined a part-time position in the
store of San Sebastián de los Reyes (Madrid) has been maintained and all have shown their interest and the need to extend the day full-time. This project also has a ‘talent pool’ so that unemployed refugees can apply for vacancies.

INECO: The sending of candidacies associated to contracts managed by the PROA Project, has continued during the first months of 2025. At the moment, and according to the balance sheet of this first annual quarter, 247 people are pending vacancies and seven have been hired.


Job offer management

The Directorate General for Humanitarian Assistance and the International Protection Reception System (DGAHSAPI) has reached different agreements for the management of job vacancies in which applicants and beneficiaries of international protection could have a place.

Among them is the hotel chain Checkin Hotels and the possibility of filling different vacancies in Catalonia, Andalusia and the Canary Islands with positions of assistant waiter, kitchen, reception, maintenance assistant, gardening or surveillance. Collaboration has also begun with Randstad-Renault for applications from production operators and forklifts.


Other activities

At the request of the DGAHSAPI and in order to publicize initiatives that promote the training of applicants and beneficiaries of international protection, two presentation sessions have been held on the FUNDAE initiative of The State Foundation for Training in Employment (FUNDAE) has given informative sessions about the free resources that it makes available to unemployed and occupied people in its Experience Fundae program.

In addition, the Directorate General for Humanitarian Assistance and the International Protection Reception System (DGAHSAPI) is working in collaboration with UNHCR to highlight the contribution of refugees to the labour market.
