2016 - Grants in the area of international protection and for social and health care in the CETIs of Ceuta and Melilla, co-financed by the FAMI Fund and the ESF

Object of the subsidies
The purpose of these grants will be to carry out projects that favour the reception and integration of applicants and beneficiaries of international protection, stateless persons and persons under the temporary protection regime in Spain. Attention will also be paid to immigrants in vulnerable situations.
The following types of projects will be funded under the following priorities:
- Priority I. Projects aimed at the creation and maintenance of reception facilities and the development of integration itineraries for applicants and beneficiaries of international protection, applicants and beneficiaries of stateless status, persons covered by the temporary protection regime in Spain.
- Priority II. Projects that facilitate social and health care in the Temporary Immigrant Stay Centers (CETI) of Ceuta and Melilla.
- Priority III:
- Projects aimed at promoting knowledge about asylum seekers and beneficiaries of international protection, as well as raising the awareness of the host society.
- Training and improvement projects for professionals and volunteers who carry out their activity within the framework of priorities I and III.3 of this call for proposals.
- Creation and maintenance of specific resources for the comprehensive care of vulnerable groups (victims of trafficking in human beings and their sons and daughters; victims of gender violence and their sons and daughters; single-parent families with minors; persons with serious illnesses; persons with mental disorders; persons who have suffered torture, rape or other serious forms of psychological, physical or sexual violence; young people, etc.)
- Priority IV. Projects of equipment and adaptation of buildings.
- Priority V. Employment projects aimed at the development of individualized integrated employment pathways aimed at applicants and beneficiaries of international protection, as well as promoting equal opportunities between men and women, preventing the production of xenophobic behaviour in the workplace and promoting diversity in the business environment.
Beneficiary entities
The entities, non-governmental organizations and International Organizations that attend the call must meet the requirements established in article 4 of Order ESS/1423/2012, of 29 June:
- To have as primary institutional purposes the implementation of activities in favour of the groups referred to in article 1.
- Lack of profit purposes.
- To have a State sphere of action, except for those organizations whose territorial sphere of action is Ceuta and Melilla.
- Deberán estar legalmente constituidas e inscritas en el correspondiente registro administrativo estatal.
- Have sufficient structure and capacity to guarantee the fulfillment of the objectives, accrediting the necessary operational experience.
- Not to have reinstated more than 40 percent of the grants and subsidies received in any of the last five calls.
Target persons for the projects
Applicants and beneficiaries of international protection, applicants and beneficiaries of stateless status, and applicants and beneficiaries of temporary protection in Spain and vulnerable immigrants.
Deadline for implementation
- The implementation period for projects supported under priorities I and IV may be extended from 1 January 2016 to 31 December 2017.
- The implementation period for projects supported under priorities II, III and V may be extended from 1 July 2016 to 31 December 2017.
Requests
- Applications to participate in this call must be submitted within twenty calendar days from the day following the publication in the BOE of the extract of the Call Resolution (BOE 07/05/2016).
- The applications will be made in the models attached as annexes I to V, both inclusive, and will be addressed to the General Directorate of Migration.
- These models will be available at the headquarters of the General Directorate of Migration, c/ José Abascal, nº 39, 28003 Madrid, and can be presented at the aforementioned headquarters, as well as in the records and offices referred to in article 38.4 of Law 30/1992, of 26 November.
- Each entity may only submit one application per priority listed in Annex A, except in the case of priority III, where one application per project type may be submitted.
