Emergency Aid

Multiannual Financial Framework 2014/2020

Regulation (EU) No 516/2014 of the European Parliament and of the Council of 16 April 2014 establishing the Asylum, Migration and Integration Fund (FAMI) provides for additional support through emergency aid to deal with crisis situations in the event of strong migratory pressure in the Member States.

  • "Adoption of urgent measures in view of the increase in the arrivals of migrants and refugees to Spain"

    Since 2017, Spain has been facing an increase in migratory pressure that has generated significant and urgent demands for reception capacities and for the international protection system. In this context, the late Ministry of Labour, Migration and Social Security (MITRAMISS), through the General Directorate of Integration and Humanitarian Care (DGIAH) presented in 2018 to the European Commission an Emergency Aid Project for the adoption of emergency measures to deal with the increase in arrivals of migrants and refugees in Spain.

    The objectives of this project were:

    • Improve the operational capacity of the Spanish Red Cross (CRE) for immediate response on Spanish coasts through the acquisition of adapted vehicles, mobile equipment and various equipment for accommodation and coverage of the basic needs of people arriving on coasts.

    • To strengthen the existing staff and ensure the totality of the supplies of goods and services needed to care for the residents of the Migration Centres (four International Protection Reception Centres (ICSC) and the two Temporary Immigrant Stay Centres (CETI) of Ceuta and Melilla).

    The Emergency Aid Project approved by the European Commission, with a total cost of € 27,651,276.07, has been co-financed by the FAMI of 90%, while the remaining 10% has been contributed by MITRAMISS.

    The initially planned one-year implementation period for the Emergency Aid project was extended by six months to ensure the proper implementation of the project in accordance with the conditions laid down in the grant agreement for this aid.

    The FAMI Emergency Aid has come to complete the budget of the Humanitarian Care Program for coastal care, managed from the DGIAH.

    Within the framework of this Emergency Aid 2018, CRE served 70,640 people on the coasts. In addition, this Emergency Aid helped to finance the care provided in the ICSC and the CETI, where 13,804 persons were assisted.
