2007 - 2013

The Funds that formed part of the General Program “Solidarity and Management of Migratory Flows” (SOLID Funds), in force during the period 2007/2013, were intended to support all the countries of the European Union in the integral management of the external borders of the EU Member States and in the development of common asylum and immigration policies.

The General Program consisted of four Funds (financial instruments), each designed to cover a specific field of the integral management of migratory flows. Altogether, approximately EUR 4 billion was set aside for the Framework Programme for the period 2007-2013, distributed among all Member States according to the efforts made for the benefit of the entire European Community:

  • European Refugee Fund, designed to support and encourage the efforts of EMDCs to receive and integrate refugees and displaced persons and to develop, monitor and evaluate their asylum policies within the framework of the Common European Asylum System.
  • European Fund for the Integration of Third-Country Nationals for the integration policies of third-country immigrants legally residing in Spain (EIF).
  • European Return Fund for return policies for immigrants from third countries who are legally or illegally resident, either by force or on a voluntary basis (FR).
  • European External Borders Fund, the aim of which is to improve the control and surveillance of the Union's external borders.
