Mecanismo temático - Migrations

The funding channelled through the thematic mechanism will go, among others, to:

• Resettlement and humanitarian admission: Through the FAMI, Spain participates in the European commitments on resettlement and transfers, promoting solidarity and the equitable sharing of responsibility between the States of the Union. To this end, the Commission has allocated additional funding of €32,000,000 from the FAMI thematic mechanism for resettlement and humanitarian admission objectives.
• Actions of the Union: They support those Member States that are particularly exposed to migratory pressure at their borders. For Spain, two projects managed by the FAMI have been approved, which will be co-financed by the European Union at 90%:

   

  1. In the Autonomous City of Ceuta, EUR 10.9 million is earmarked for the provision of urgent reception services and humanitarian assistance and for the coverage of educational costs for children who remain in the City.

  2. In the Canary Islands, EUR 16.4 million was allocated to strengthen the various reception centres in the Islands, with special attention to those for vulnerable people.

• Emergency Aid (EMAS): the FAMI Fund provides financial assistance to meet urgent and specific needs in the event of an emergency. They will be 100% co-financed by the European Union.
  1. EMAS for the strengthening of the action of Spain on its coasts within the framework of the Humanitarian Assistance Programme 2023/2024: 20 million euros destined to the creation of extensive facilities in the peninsular Spain, mainly to meet the urgent needs of migratory flows to the Spanish territory and relieve the pressure in the Canary Islands. Execution period: October 2023 to March 2024.

  2. EMAS Spain, Canary Islands, Ceuta approved in 2025: 38 million euros to finance the provision of essential services to migrants arriving in Spain, including specific care for unaccompanied minors who are cared for in the Canary Islands and Ceuta, especially those aged 14 to 17. Execution period: January to December 2025.

• Specific actions: these are those national or transnational projects that bring added value from the Union in line with the objectives of the Fund and for which one, several or all Member States may receive an additional allocation for their programmes. The contribution from the Union budget may be increased to 90% of the total eligible expenditure for projects implemented under specific actions. Two specific actions have been granted to Spain:

  • In Andalusia, 10 million euros destined to organize a system of care for unaccompanied migrant minors, based on a model of deinstitutionalization, complemented by training actions for professionals to improve care, training for minors to facilitate their full integration and access to the labor market, the creation of a reliable information system and the cooperation of actors.

  • 15.7 million euros to increase Spain’s reception capacity and decongest the external maritime borders of the Canary Islands. This project will allow the creation of 4,200 new reception places and the renovation of 3,900 in the reception centres for migrants in Alcalá de Henares, Carabanchel and Las Roots.
