Subvención directa para la ampliación de recursos del sistema de acogida de solicitantes de asilo aprobada por Real Decreto 816/2015, de 11 de septiembre - Migrations

Royal Decree 816/2015, of 11 September, regulating the direct granting of a grant to the Spanish Red Cross, the Spanish Commission for Refugee Assistance and the Spanish Catholic Migration Commission Association for the extraordinary expansion of the resources of the system of reception and integration of applicants and beneficiaries of international protection.

This royal decree is intended to regulate the direct granting, on an exceptional basis and for humanitarian reasons, of a grant of 13 million euros to the entities Spanish Red Cross, Spanish Commission for Refugee Assistance (CEAR) and Spanish Catholic Migration Commission Association (ACCEM) to finance a first expansion of resources for the reception and integration of applicants and beneficiaries of international protection and for socio-health assistance in the Temporary Stay Centres for Immigrants (CETI) of Ceuta and Melilla.

The priority actions to be financed with this grant will be:

1. Reception and integration of applicants and beneficiaries of international protection in Spain. The objective of this priority is to increase the network of reception places, complementary to the Refugee Reception Centres (CAR) under the Ministry of Employment and Social Security, as well as a set of services that favor the integration of beneficiaries into Spanish society. To this end, the subsidized programs will include the design of a phased insertion itinerary aimed at the gradual acquisition of autonomy of the beneficiaries. Within the framework of this priority, the following services can be developed:
   • Information and guidance.
   • Social intervention.
   • Temporary reception.
   • Financial aid.
   • Employment.
   • Psychological attention.
   • Legal assistance.
   • Translation and interpretation.
   • First reception in national territory and border posts.
2. Equipment and adaptation of properties. This priority is intended to support the acquisition of adequate material resources for the operation or adaptation of institutions’ reception facilities.
3. Socio-health care in the Temporary Immigrant Stay Centres (CETI) of Ceuta and Melilla. Its objective is to complement the care and services provided by the CETI to its residents. Within this priority, the following services can be developed:
   • Information, guidance and social intervention.
   • Psychological attention.
   • Legal assistance.
   • Translation and interpretation.
   • Training, leisure and free time.
   • Health care activities.

   The programmes may be co-financed by the Asylum, Migration and Integration Fund, with the exception of the employment service referred to in Article 4(2)(a) which shall not be co-financed by Community funds.

Spanish Red Cross, Spanish Refugee Assistance Commission (CEAR) and Spanish Catholic Migration Commission Association (ACCEM).

Applicants and beneficiaries of international protection and residents of the Temporary Immigrant Stay Centres (CETI) of Ceuta and Melilla in terms of socio-health care.

From August 1, 2015 to June 30, 2016.

This subsidy will be granted directly in accordance with article 22.2.c) of Law 38/2003, of 17 November, for humanitarian and social reasons. The regulatory bases of this subsidy are determined in this royal decree, in compliance with the provisions of article 28.2 of this legal norm and article 67 of its Development Regulations.
